The EU supporting the reform of the Ministry of Culture of the Republic of North Macedonia

KEA to carry out a functional review of the Ministry and selected cultural agencies in the field of heritage and film

KEA is partnering as team leader with PLANET SA to carry out a 9-month functional review of the Ministry of Culture of the Republic of North Macedonia, the Cultural Heritage Protection Office and the Film Agency as part of the “EU Technical Assistance to the Ministry of Culture and selected specialized bodies for carrying out a Functional Review of the institutions”.

The work will result in the following major outputs (by the end of the year):

• Review of the cultural strategy and action plan of the Ministry of Culture including implementing measures and KPIs;
• Recommendations to improve capacity of the Ministry of Culture to design and implement cultural policy and strategy, considering the relationships of the Ministry with other governmental offices, cultural agencies, local authorities (decentralisation) and cultural stakeholders;
• Guidelines for the reorganisation of the Ministry of Culture, the Cultural Heritage Protection Office and the Film Agency;
• Reform options to improve effective strategic financial planning and budgeting of the Ministry of Culture, as well as use of human resources.
