Design of the EU-Morocco Partnership on Culture and Creative Industries (CCI)

Project summary

This project aimed to develop a €10 million EU-funded Action Plan to support the development of CCIs in Morocco (2023–2028). The programme focuses on strengthening CCIs as drivers of economic development and social integration. It includes support for entrepreneurship, training, cultural infrastructure management, and partnerships between Moroccan and European creative hubs. The strategy was developed through consultations and desk research, and is designed to be endorsed as an EU Action Plan for international partnership.

KEA led the development of the strategy and action plan, including mapping needs, managing stakeholder expectations, drafting tender documentation, and coordinating with Moroccan authorities. A local expert supported KEA’s team leader in delivering the programme.
