Exploring the role of copyright in facilitating access to digital collections of libraries and other public interest institutions

Project summary

This report examines the role of copyright when cultural, educational and research institutions (including libraries, educational establishments, research organisations and museums) provide remote access to digital materials for the purposes of education and research. It focuses on the intersecting policy areas of education, research and culture – each governed by distinct legislative frameworks that shape their internal structures – and by copyright norms, which include relevant exceptions and limitations. The study is broad in scope and draws heavily on extensive consultations with stakeholder, which have enabled the identification by various stakeholders of almost 50 specific challenges. These challenges range from a variety of issues related to licensing and the implementation of copyright exceptions and limitations, to resource-related challenges, as well as challenges faced by institutions in relation to copyright knowledge and awareness. In response, the report outlines potential avenues for further exploration, with the aim of enhancing the usability and reusability of copyright-protected content within cultural heritage, research and education institutions for the purposes of education and research.

KEA European Affairs is a consortium partner in the study, contributing to the mapping of copyright practices and the analysis of policy frameworks affecting public interest institutions. KEA supports stakeholder engagement activities, including interviews and workshops, and helps develop recommendations for improving copyright literacy and access to digital content.
