Study on the promotion of European works in audiovisual media services

Project summary

The study focused on monitoring and evaluating the implementation of Articles 13, 16, and 17 of the Audiovisual Media Services Directive (AVMSD, Directive 2010/13/EU), which aim to promote European works and independent productions in television and on-demand services. It provided the European Commission with tools and information for periodic evaluation of national and EU-level measures, ensuring compliance and assessing the impact on audiovisual markets and cultural diversity. The study analysed market trends, legal frameworks, and performance indicators, and offered prospective insights to support the promotion of European content across Member States and EEA contracting parties.

KEA conducted legal analysis across EU-28 countries, market description and analysis, surveys of national implementation measures, and evaluation of performance indicators. KEA helped assess the practical application of the AVMS Directive, supported data collection, and contributed to recommendations on promoting cultural diversity and access to European audiovisual works.
