Feasibility study exploring different possible modus operandi for making available a package of European films

Project summary

This project aimed to provide the European Commission with strategic and operational recommendations on how to create a package of European films accessible to EU Delegations for organising EU Film Festivals (EUFF) in third countries. The study explored different operational models, including centralised and decentralised rights clearance, and suggested support measures such as a toolkit and helpdesk. The study also assessed the needs of 130 EU Delegations and examined cooperation opportunities with film professionals, distributors, audiovisual networks, cultural institutes, and festival organisers to ensure an effective framework for European film promotion abroad.

KEA's contribution

KEA conducted surveys and follow-up interviews with EU Delegations, scoping interviews with film professionals and networks, analysing relevant case studies, and facilitating online focus groups. KEA provided strategic recommendations on the structure of the film package, rights negotiation, stakeholder cooperation, and alignment with public diplomacy and EEAS communication strategies.
