Culture and creative sectors in the European Union – Key future developments, challenges and opportunities

Project summary

This foresight study explored the evolving landscape of the Cultural and Creative Sectors (CCS) in the EU, identifying key trends and challenges likely to shape the sector by 2030. It examined how economic, social, political, and technological changes are already impacting CCS and how they might evolve. The study combined a state-of-play analysis with scenario-based foresight, validated through stakeholder consultations, to inform future policy directions.

KEA's contribution

KEA led the research and foresight analysis, conducting desk research and an EU-wide survey of CCS operators. The team developed future scenarios and policy recommendations, contributing to the European Parliament’s understanding of the sector’s trajectory and informing strategic decisions for cultural policy development.
