Functional Review of the Ministry of Culture in Ukraine (2018–2019)

Project summary

The project supported the Ministry of Culture of Ukraine (MCU) in improving policy-making processes and finalizing the reorganization of the ministry. The work included assessing the current structure, proposing a final organizational design, defining the mission and functions of each directorate, and suggesting allocation of staff and functions in the new structure. The project emphasized co-designing the Ministry’s mission, supporting inter-service collaboration, and breaking down internal silos to ensure more effective operations.

KEA carried out the full scope of the project. Activities included organizing consultations, interviews, and workshops with key ministry officials and stakeholders, analysing structural and operational challenges, and developing a comprehensive recommendation report to guide the Ministry’s reorganization and improve policy-making processes.
