EIF Framework contract - Capacity building programme for financial intermediaries in the Cultural and Creative Sectors (CCS)

Project summary

The European Investment Fund (EIF) launched a capacity building programme to strengthen financial intermediaries’ ability to serve the Cultural and Creative Sectors (CCS) across 33 European countries. The programme, delivered by KEA European Affairs in partnership with Deloitte Digital, supported banks, credit institutions, and guarantee schemes under the Cultural and Creative Sectors Guarantee Facility. Activities included market analysis, tailored training, and the development of tools and resources to help financial intermediaries better assess and manage risk when financing CCS SMEs and small public enterprises.

KEA's contribution

KEA co-developed capacity building action plans, mapped financial intermediaries, and produced market analyses for 15 countries. KEA coordinated a network of 20 experts, delivered market fiches for 33 countries, and produced a digital e-book for SMEs. The team provided customized training modules, e-learning, and matchmaking opportunities, enabling financial institutions to better understand and serve the CCS, and supporting the delivery of a €250 million guarantee fund.
