Development of the evaluation framework and value output for the project BSR Cultural Pearls

Project summary

The BSR Cultural Pearls, an Interreg Baltic Sea Region Programme initiative, aims to strengthen social resilience in small municipalities across the Baltic Sea Region by leveraging culture and creativity. The evaluation project, led by KEA, assesses the implementation and impact of three core components: the Culture and Resilience Action Plans (CuReAPs), the peer-learning programme, and the BSR Cultural Pearls award. Structured in two phases, the evaluation develops and applies a Theory of Change-based framework to measure outcomes in community development, health and well-being, and innovation capacity. Phase 1 (2024) focused on the first-round Pearls (Jakobstad/Pietarsaari, Kiel, Rūjiena, Svendborg), while Phase 2 (2025) expands the analysis to the second-round Pearls and assesses long-term impacts.

KEA's contribution

KEA was commissioned to design and implement a comprehensive evaluation of the BSR Cultural Pearls project. This includes developing a Theory of Change-based framework, conducting literature reviews, interviews, and focus groups, and applying the framework to assess short- and long-term impacts. KEA also facilitates stakeholder engagement, leads participatory workshops, and provides strategic recommendations for future iterations. The evaluation emphasizes community empowerment, cultural innovation, and policy relevance, contributing to the project's legacy and scalability.
