Creative Europe – 2014-2020 final evaluation and 2021-2027 mid-term evaluation

Project summary

This project consists of three main components: an ex-post evaluation of the Creative Europe 2014–2020 programme (including the Cultural and Creative Sectors Guarantee Facility), a mid-term evaluation of the 2021–2027 programme, and an input paper for the future 2027–2033 programme. The evaluation applies five key criteria: effectiveness, efficiency, relevance, coherence, and European added value. It includes 13 case studies, 70+ interviews, a beneficiary survey, and an open consultation. The project analyses over 100,000 data points and conducts counterfactual analysis to assess impact.

KEA's contribution

KEA contributed to the conceptual design and execution of the evaluation, including mapping, desk research, stakeholder consultations, and data analysis. KEA led the design and implementation of the survey and consultation processes, and contributed to the case studies and impact assessments. The team also helped formulate recommendations for the future programme based on sectoral needs.
